Whether a country counts as "warned": true when any of the four warning flags
(warning, partialWarning, situationWarning, situationPartWarning) is
true. Only a real boolean true counts; the client refuses an answer whose flags
are not booleans (checkFlags), so a malformed value never reaches it. This is the rule
behind summaries({ warnedOnly: true }) and the CLI's countries --warned-only.
Anything but an entry object is a ReiseValidationError.
