Parameters for /measures/json (a window plus component/scope). The response
holds one series per station (one value per hour), so component and scope
are both required: left out, the API would not return all series but pick one
itself (e.g. PM2.5 daily floating average). measures() rejects a call without
them. An id the station does not measure gives data: {}.
