What a reader of an airquality/measures answer must be told when it has no data, or
undefined when it has some. The API answers an unknown station id like a window without
data — HTTP 200 with data: {} ("Ungültige Abfragen liefern einen JSON ohne Daten
zurück", UBA) — but airquality() and measures() look such an id up in the station
catalogue and reject it with a LuftNotFoundError, so an empty answer they return is a
known station without data in the window. The CLI logs the note as an INFO record of
luftqualitaet.api on stderr.
