Parse the text form attribute=value (split at the first =), normalise it
(normaliseFilter) and check it like filterQuery does. Throws
LobbyValidationError for a missing = or a blank part, a malformed value, and
(unless allowUnknown) an unknown attribute or value. The CLI's --filter parser
calls it with allowUnknown and leaves those two checks to the client, so that
--allow-unknown-filters can lift them wherever it stands on the command line.
