Check a configured base URL (baseUrlProblem) and return it with trailing
slashes stripped, or throw a LadesaeulenValidationError (Invalid baseUrl: <reason>): blank, surrounding whitespace, unparsable, a scheme other than
http(s), a query or a fragment. Runs on the raw value, before the slash strip,
so "https://h/fs/ " cannot slip past it. The default transport still gates the
scheme per hop (a LadesaeulenNetworkError there), but the engine may be handed a
custom transport that does no such check, so a file:/ftp: base URL fails
here, before any request.
