Filter a /data/stations response the way stations --water / --min-class does,
keeping the envelope (attribution, updated) and returning a new object; the
input is not changed. water is matched as a substring on the folded names
(foldName: case, whitespace, ß, umlauts in either spelling, dashes; or with
diacritics dropped); a station without a string water never
matches. minClass keeps stations whose stationClass is at least the
value: a null class never matches, an off-scale class throws a
HochwasserzentralenParseError. A bad filter value throws a
HochwasserzentralenValidationError.
