the ones the CLI exposes, and the other parameters of the spec are allowed as strings
(SEARCH_CSV_FILTERS in filters.ts). An unknown key, a filter for another resource and
a value outside a filter's known domain are rejected (the server would ignore them and
export the unfiltered result), as is a blank value.
