Function pathSegment

Validate one path id (pathSegmentProblem) and percent-encode it for the request path. Throws FimValidationError (Invalid <name>: ...) for a blank id. "." and ".." pass through encoding unchanged and are rejected by RequestEngine.buildUrl.
