Whether a warning feed is stale, as one sentence for a note (without a note:
prefix), or undefined when it is not: its time (epoch ms, when DWD published it)
is more than maxAgeMs (STALE_FEED_MS by default) before now. A time
that is not a finite number, one beyond ±8.64e15 (no Date can hold it, so it is no
time; the client's shape check rejects such a feed), or one in the future, is never
stale; it never throws. The CLI prints the sentence on stderr and adds staleFeed to
the printed feed.
