threeHourSummaries — divided by STATION_SCALE, so temperature: [97, 148]
becomes [9.7, 14.8] (°C) and days[].windDirection: 3120 becomes 312 (°). null
stays null, and the missing-value marker (STATION_MISSING_VALUE) becomes null
too, so a payload obtained another way can be passed as is. The structure, the array
lengths and alignment (see GLOSSARY: the short arrays are end-aligned), the timestamps
and every other field are unchanged; warnings is not touched. Apply it once, to an
undecoded overview: a second pass divides again. The CLI prints this with
station-overview --decode.
