Check which item options apply to part, before any request: lang only to the
parts in ITEM_LANG_PARTS, rows/offset only to children. The API
ignores them elsewhere, so a caller asking for English labels on iiif or a
page of 5 on view would get default data with no sign the option was dropped.
Throws a DdbValidationError (Invalid <option>: applies only to part …).
