Check a configured base URL (baseUrlProblem: not blank, no surrounding
whitespace, a parseable http(s) URL without a query or fragment) and return it
with trailing slashes stripped. Throws a DdbValidationError
(Invalid baseUrl: …), never echoing the value.
Runs on the raw value, before the slash strip, so "https://h/2/ " cannot slip
past it. The default transport also gates the scheme per hop (a
DdbNetworkError), but the engine is exported as a library and may be handed a
custom transport that does no such check, so the configured base URL is gated
here too.
