BundeswahlValidationError (Invalid baseUrl: <reason>) for a blank value, one with
surrounding whitespace, one that does not parse, a scheme other than http(s), or a
query or fragment — the rules of baseUrlProblem, which the CLI's --base-url
parser shares. The default transport still gates the scheme per hop; this check
covers a custom transport too.
